In October 1938 Zhang Tianfu (张天福) moved the provincial tea improvement station from Fu'an to Chishi, Chong'an. A contract of 2 October 1939 between the Fujian provincial government (through 福建贸易公司) and the China Tea Corporation (中国茶叶公司) set up the Fujian Demonstration Tea Factory. Each side put in 300,000 yuan, raised to 1 million in July 1940. It began formal operation on 1 February 1940 with Zhang as director. It had branches at Fuding (March 1940) and Fu'an (April 1940) and directly run processing stations at Wuyi (林馥泉), Xingcun (王学文) and Zhenghe (陈椽). In April 1942 the partners agreed to wind it up. The Fuding, Fu'an and Zhenghe assets went to the China Tea Corporation. The Chong'an headquarters went to Wu Juenong's (吴觉农) 财政部贸易委员会茶叶研究所, often called China's first national tea research institute. After 1945 the site became the 崇安茶叶试验场, and after 1949 a provincial state tea farm.
