White tea from a bud with one or two young leaves of Dabai or Shuixian cultivars, fuller than Silver Needle; named for its flower-like leaf clusters.
Downy buds with flat, grey-green to dark-green leaves curling at the edges. Clear pale-yellow to apricot liquor, floral and fresh, with more body and fruitiness than Silver Needle.

Fujian Agriculture DepartmentA bud with one or two leaves (一芽一、二叶) of Dabai or Shuixian cultivars (GB/T 22291-2017). The Fuding draft standard adds the Gele (歌乐茶) cultivar.
Withering is controlled through light, airflow, temperature and leaf condition. The Fuding GI permits natural and heated methods. No fixed one-to-three-day schedule or mandatory short piling stage is assumed for every producer.
GB/T 22291-2017 and the Chinese 2009 Fuding GI annex specify a bud with one or two leaves. The English Fuding specification in the EU register gives one to three for White Peony. This discrepancy should be retained as a document-translation issue rather than treated as one universal plucking rule.
The 2008 national standard had no Shoumei product. A 2018 explainer says leafy tea of Shoumei type was therefore often labelled grade 2 White Peony or new-craft white tea. Older 'White Peony' labels can hide what is now called Shoumei.
GB/T 22291-2017 lists four White Peony grades: 特级, 一级, 二级 and 三级. The Fuding GI uses three. Jianyang's government associates local White Peony with Dabai and Shuixian-white material, and records a Dahu tea farmer's account dating Shuixian white to 1913.
White Peony can use Shuixian material. The same plant name also appears in Wuyi Shuixian and Zhangping Shuixian, where different processing produces oolong.
A 2021 Sichuan research experiment made White Peony under several LED colours and an unlit control. The highest taste and aroma scores occurred under different treatments, showing that these dimensions need not improve together. It was a controlled trial, not evidence that all White Peony uses coloured lighting or that one lamp colour guarantees quality.
The monograph’s White Peony account explains that, after initial thin spreading, partly withered leaves could be brought together from two trays onto one. In the method described, this helped the leaf edges curl and preserved a natural-looking cluster instead of letting the blades adhere flat to the tray. It connects the traditional flower-like appearance with handling during withering, not merely with the amount of bud in the pluck. This is one documented method, not a compulsory schedule for all White Peony (p. 380).
