Tea chiefly made by withering, drying and sorting, without green-tea fixation. Traditional forms are unrolled; Fuding new-craft white tea adds light rolling.
Dry leaf ranges from downy buds to grey-green and brown leaves. Liquor colour and aromas vary with the plucking material, withering, drying and storage. Floral, hay-like, honeyed and aged notes are possible descriptions, rather than a fixed progression or a guarantee that older tea will be better.
Buds alone (Silver Needle), a bud with one or two leaves (White Peony), or tender shoots and leaves (Gongmei, Shoumei). The Fuding GI asks for early, prompt picking and gentle handling in bamboo baskets.
The defining step: leaf is spread thinly on round bamboo trays and left to lose water slowly, with no shaking. The Fuding GI allows natural indoor withering, combined (double) withering and heated withering, and blends trays near the end. The CNIPA GI sheet describes traditional sun-withering (日光萎凋), with trays turned to follow the sun and weather. Slow oxidation happens during this long wither.
Fuding GI: first drying at 100–120 °C, then 80–90 °C, with a long low finish around 70 °C, down to at most 7% moisture. The CNIPA sheet describes low-temperature charcoal drying (炭火低温烘焙干燥).
For compressed white tea, finished loose tea is sorted, blended, steamed and pressed into shape, then dried (GB/T 31751-2015 as quoted).
Anji white tea is a green tea made from the pale-leaved Baiye No. 1 cultivar. Its GI specification includes fixation, the heating step that distinguishes its processing from white tea. Here, “white” describes the fresh leaf rather than the tea category.
Lu Yu's Classic of Tea mentions a 'white tea mountain' (白茶山), which some scholars place at Taimu in Fuding. Emperor Huizong's Daguan Chalun praises a 'white tea', but that was a rare pale-leaf tree processed like other Song teas (steamed, not withered). Neither text shows that the modern wither-and-dry method existed then.
GB/T 22291-2017 (current; in force 2018-05-01, replacing the 2008 edition) defines white tea as tea made from buds, leaves and tender stems by withering, drying and sorting. It sets four products by cultivar and raw material, each with grades: Silver Needle (特级, 一级), White Peony (特级 to 三级), Gongmei (特级 to 三级) and Shoumei (一级, 二级). Every grade has a physical reference sample, replaced every three years.
Physicochemical limits: moisture ≤8.5%, total ash ≤6.5%, powder ≤1.0% (not for Silver Needle), and a water-extract minimum of 30%.
The 2017 revision added Shoumei, added the water-extract index, and raised the moisture limit from 7% to 8.5%. Related national standards: GB/T 31751-2015 (compressed white tea), GB/T 32743-2016 (processing specification) and GB/T 45884-2025 (origin discrimination by near-infrared spectroscopy).
Fuding Bai Cha (福鼎白茶) has been protected since 4 May 2009 (AQSIQ Notice 2009 No. 32) across the whole of Fuding City and is on the EU–China GI list. Its specification names three types: Silver Needle, White Peony and new-craft white tea. Zhenghe Bai Cha (政和白茶) is defined by GB/T 22109-2008. A revision, GB/T 22109-2026, was published on 31 March 2026 and comes into force on 1 April 2027. Zhenghe was put on CNIPA's 2024 GI protection project list, and by June 2025, 135 firms had applied to use the Zhenghe GI mark.
GB/T 22291-2017 (clause 8.4) says the product may be stored long-term if storage follows GB/T 30375, the tea-storage standard. The standard does not define 'aged white tea' or set a minimum age. A 2025 study of Jinggu Dabai white tea set its own cut-off at 7 years or more. Chemistry changes with age: N-ethyl-2-pyrrolidinone-substituted flavanols (EPSF), formed from catechins such as EGCG and theanine, are markers of long-stored white tea. Catechins and most amino acids fall, while gallic acid and several flavonols rise.
The saying 一年茶、三年药、七年宝 ('one year tea, three years medicine, seven years treasure') is a folk saying from Fuding and the trade, quoted as such by CNIPA, Xinhua and a 2025 research paper. It is not a measured finding. Health claims attached to aged white tea are those sources' claims, not established facts; they include 'medicine', effects on gut flora, and the anti-radiation and anti-tumour claims in the Fuding GI text.
A 2020 metabolomics experiment compared fresh leaves with two stages of indoor withering and found changes in amino-acid derivatives, sugar metabolism and cell-membrane-related compounds. White tea is therefore not simply fresh leaf with its water removed. The experimental sampling times are not a universal production schedule.
The 2009 Fuding GI annex gives Silver Needle and White Peony a wither-and-dry sequence, while new-craft white tea has a light rolling stage. That distinction explains why a curled white tea need not be misclassified. Anji white tea, by contrast, is green tea: its pale fresh leaf does not determine its processing category.
