Simao City was renamed Pu'er City on 8 April 2007 (State Council approval dated 21 January 2007). Pu'er County became Ning'er, and Cuiyun District became Simao District. Tea and documents from before 2007 say 'Simao' for what is now Pu'er City, and 'Simao' still names a district within it. A pre-2007 reference to 'Pu'er' may mean the county or town (now Ning'er) rather than the city.
Pu'er Prefecture (普洱府) was set up in 1729 with its seat at Ning'er. Tea from the southern mountains was gathered and processed there and sold on towards Tibet, which is how the tea got its name. The modern city covers about 44,266 km². It was called Simao until 2007, when Simao City became Pu'er City and the old Pu'er County became Ning'er Hani and Yi Autonomous County. All ten of its county-level units are inside the pu'er GI area: Simao, Ning'er, Mojiang, Jingdong, Jinggu, Zhenyuan, Jiangcheng, Menglian, Lancang and Ximeng. Notable tea places include Jingmai Mountain (UNESCO 2023) in Lancang, Jinggu (Jinggu Dabai), Kunlu Shan in Ning'er and the Qianjiazhai wild tea in Zhenyuan. A state Pu'er Tea Factory was founded in Simao in April 1975.
