Lightly oxidised, twisted-strip (not ball) oolong from the Wenshan hills of New Taipei and Taipei, centred on Pinglin; floral and fresh.
Long, dark-green, loosely twisted strips; pale gold liquor with a high floral aroma and a fresh, sweet taste. TRES classes it as clean-aroma strip Baozhong.
TRES credits the method to 王義程 of Anxi, brought to Taiwan by 吳福老 in 1881, and the unscented version to 1912 and to 魏靜時 and 王水錦 from 1920. Chinese Wikipedia instead has scented Baozhong made in Fuzhou from 1873, a Taipei house (源隆號, 吳福源) from 1881, and 王水錦 and 魏靜時 teaching in Nangang from 1885. The names 吳福老 and 吳福源 may refer to one man; this was not checked.
Baozhong and oolong cannot be divided simply by leaf shape or oxidation level. Taiwan’s research station places Wenshan Baozhong among clean-aroma strip teas and high-mountain oolong among clean-aroma ball teas. Both can be lightly oxidised; shape and oxidation are separate features.
History per TRES: Taiwan oolong exports began in 1865 and stalled in 1873. In 1881 吳福老 introduced the Baozhong method created by 王義程 of Anxi: 種仔 (Qingxin Wulong) leaf made into oolong, scented and wrapped in square paper, hence 包種 ("wrapped").
In 1912 Nangang, Neihu and Shenkeng adopted an improved, unscented method that still gives a floral aroma. 魏靜時 and 王水錦 promoted it from 1920. The area then lay in the Japanese-era 台北州文山郡, hence the name.
Areas per TRES: Pinglin, Shiding, Shenkeng, Pingxi, Xizhi, Xindian and Sanxia in New Taipei; Nangang and Muzha in Taipei. Cultivars are mainly Qingxin Wulong and TTES 12. A TRES deputy director says Taiwan's Baozhong is almost never imported, and an origin test for strip Baozhong was published on 4 March 2025.
The station's making guide favours suitable opened shoots with soft, substantial leaves and warns that overly young material can yield bitterness or weak aroma. Baozhong is therefore not judged by the same bud-only ideal as Silver Needle.
Sun or heated-air withering is followed by indoor resting and agitation, then heat fixation, rolling and drying. The modern style's floral comparisons describe aroma developed from tea leaf during manufacture. They do not mean jasmine, gardenia or another flower has been added. The strip shape also separates this style from the ball-forming route of Taiwan high-mountain oolong.
